Is Security check needed for I-140

Hi All,

Is security check/back ground check/name check (whatever check USCIS says) needed to adjudicate I-140 petition (EB-1/2/3)?

Security check

I was told that my case was referred for security check even before the I-140 was adjudicated. So I would say yes. But do ask the gurus on this forum.
