Is RFE a hint to transfer case to local office?

Hi, just wonder whether you get RFE before file transferred to local office. Since my friend's lawyer warned him the possibility to transfer after he sent RFE materials to the lawyer. Actually, his RFE asked for general things like EVL, W-2 and pay stubs (EVL is original and W-2 and pay stubs just gave copies as lawyer suggested). Are these already enough? He felt so upset about this. BTW, his case is a NIW one and made 3 inquiries by congresswoman, himself and lawyer. Changed address and got 2nd FP soon. After 2nd FP finished, made another inquiry by lawyer and got RFE... : :confused: Last week, RFE replied and was warned by lawyer about the possibility of case transfer... :mad: He never changed job...

Short and sweet: No. The only connection between RFE and transfer might be if the case officer in CIS smells a rat, be it employment history or marriage validity. I've actually never seen a case being transferred after RFE, they usually approve it.
 
If the lawyer is worth anything they ought to inform the client WHY they think the case might be transferred.

While there is no connection between RFE and case transfer, does the lawyer, in this case, know something no one else does?

Otherwise, I guess the lawyer should stop predicting the future and concentrate on the present.
