Is programming in different fields considered "same or similar"?

I have a question on "Same or Similar" in AC21, The computer programmer position under my labor is filed under the health industry, if I found a computer programmer position under Financial industry, will that be considered same or similar?

How strict will USCIS interpret the same or similar?

They should be same. If you check the Job clasifications in ETA they do not have any specific programming languages or Industry. Programmer does programming irrespective of the industry he is in.
