Is Premium process applicable for H1 transfer?

1. Can I use the premium process for H1 transfer also or is it only for the new H1B's?

2. Has anyone had problems or delays on the premium process for H1 transfer?

Sure you can, but why would you want to? You can join the new employer immediately upon filing in accordance with AC21. Actually, I can think of a few reasons why you may want to but just be sure you understand what you're getting for an additional $1000.
