Is possible to pay back Fulbright (J1) money to get a waiver?

Dear all,
Does somebody know if there are any means to give back Fulbright money?
My home country is asking for this evidence in order to issue a no-objection letter needed for my application to a 2 year Home Residency Requirement waiver.

Any comments will be very appreciated.
