Is PERM advisable for me?

I work for a engineering & manufacturing company (non IT - Engineering job). My company has applied a RIR LC (EB2) in May 2004. It was applied in the state where I am currently working. This region was reasonably fast and LC may get approved in 10 months. Our company has HQ in CA.

Now because of transition of all LC to BPC, I fear that my LC may get delayed if it goes to BPC.

Is it possible/legal to file a LC thro same employer&same job at company HQ (state CA )without withdrawing the pending LC? Pending LC is required for 7th year extension.

It is not advisable to file 2 LCs for the same position for the same employee for the same company.
