Is Oct 1st 2000 RD or ND?

INS has officially declared that they are processing cases until Oct 1st,2000 .
I see many approvals on this site who\'s RD is Sept 2000 & ND is Oct 2000.
So I guess Oct 1st 2000 is the RD and not ND.Am I right?

I think they are probably working on Sept.1 to Oct. 1 RD. That might just be it, you are probably right.
