Is Oath ceremony at Newark, NJ presided by court?

Hi,

does anyone know if the oath ceremony at Newrk NJ is held by court? My wife plans to change her last name to mine and we do not want additional hassels because of this.

Will there be any issues for OCI because of this name change?
