Is my son eligible to have CP in CANADA?

He is not Canadian citizen or permanent resident in CANADA.
He is an undergraduate student in a Canada University with study
permit. He left from his home contry China at 13, come to USA
for 7 years and transfer to CANADA university last year.

As his parents, we are living in USA and are going to file I-824 for
him to following to join. Can we ask Montreal, CANADA as consulate
processing place for him? Or We have to select China?

Yes, if he is in Canada legally and has a visa which is valid for at least 6 months he can choose CP in Montreal.
 
Do you have any official resources to confirm this?
My lawyer said unless you are the citizen or permanent resident of CANADA, you have to select your home country for CP.
