Is LC Substitution still possible by any chance?

Recently I met a woman who works in California. She said that her Labor Certification was filed in 2007. Her priority date is also sometime in 2007, EB2 category. She tells me that after a year and half from now, her employer can replace her labor certification with an older one. Is that even possible now? If so, how? I am very much confused because I thought the rule changed in July 0f 2007 and now you can no longer do labor certification substitutions. I assume for any labor certification substitution you need to file a fresh I-140 and that is now no longer possible. Am I right in this assumption? I don't know if I should trust her manager...
