I recently received an RFE for EVL, paystubs etc.

I am no longer with sponsoring employer. I was laid off after 180 days and only recently found a job.

Is it true that if applicant is not with original sponsor, INS will automatically transfer case to local office for interview?

May be but chances are low. There is no automatic transfer to local office.

If you move from the jurisdition of one service center to another, they will almost certainly transfer the case to local office.
