Is it too late to apply for H1B in, say, August?

Is it too late to apply for H1B in, say, August? H1B has quota and it gets filled out pretty quickly, so it's ideal to apply for the visa as soon as you can, right? So, it's better to apply for the visa in April instead of May or June? How about August? Is it too late?
