Is it time - the right time - for a total immigration overhaul?

There are so many diffirent cases, so many different problems, so much money is being spent, years pass, and now there are proponents to give Amnesty to 11 Million Illegal Aliens (or more). I oppose that Amnesty in such fashion that I have come here legally, and I have overcome many, many obstacles, and if all of those get Amnesty and LPR, I wonder if I should fly to Mexico and climb back over the fence.

The biggest problem I see is that harvest helpers with LPR will likely not work as harvest helpers anymore (as an example). There would be 11 Million people seeking other jobs, thus unleashing hatred and countermovements, likely against any Alien.

Instead of an Amnesty, I think it could be time for a total Immigration Overhaul, for example the "Millenium Immigration Reform Act (MIRA)" (I just made that up).

Cornerstone one would be registration: Illegals would need to register (As far as I know all Legal Aliens already are)! They would have to answer a set of simple questions, done in 15 minutes or less. With the registration they would receive an ID, and if they already work, they would be permitted to continue that job and get a temporary SSN. If they had a car, it would registered with them, and they would need proof of insurance.
Cornerstone two would be economical autarky: The process of registration and adjucation would have to be completely covered by fees.
Cornerstone three would be priorization: Legal Aliens are served first and can receive LPR, Illegal Aliens can only get conditional PRs with restricted working permit.
Cornerstone four would be penalties: Deportation of Illegal unregistered Aliens after a certain day X, if they are employed, stiff penalties and fines, cost of deportation charged to the employer, employers face jail.

Immediate impacts:
Areas with high counts of Illegal Aliens could draw more government funds for schools and healthcare.
There would be no more tax evasion, and no more wage-gauging below the minimum wage, giving more Americans an opportunity to rejoin the workforce.
Also, all 9/11 terrorists were out of status, and without registration, they could have been held at any police stop.

The adjucation would be a conditional residency with a focussed work permit, with the condition and the focus to expire after X amount of years.


With all of that could come a set of new rules for Legal Aliens!

Legally entered and still legal could come before
legally entered and overstayed/out of status could come before
illegally entered.

Individuals with an American citizen in direct line could come before
Individuals with an LPR in direct line could come before
Individuals with neither American citizen or LPR in direct line.

And so on and so forth...

There are so many factors that one can come up with, the result would still be very simple and easy to overlook. It would be a simple spreadsheet with 'scores', and the eligibilty to stay and become an LPR would be determined be positive factors and negative factors.

I am not a legal expert, but I have read quite a few laws, and I think this is easy to put into "legal"-ian language, it is presentable, it is easy to compare to the old rules.

With the support here, we could nail together a bill that could get broad support on both sides of the political spectrum, ease the situation for Legal Aliens, provide de-facto Amnesty for working Illegals, and have provisions to remove unwanted, undesirable, and non-compliant Illegal Aliens.
