Is it safe to go Canada for H-1B visa after COS?

I have just been approved for changing my F-2 status to H-1B status. I am a Korean national and believe I can go Canada to apply for a H-1B visa stamp. It will save a lot of time than traveling back to my country for the visa stamp. My concern is that I heard from someone that if my visa application in Canada is denied by any reason, I will be banned to return to the U.S. Is there such law or regulation preventing me to return to the U.S. with my H-1B status approval if my visa application in Canada is denied? Please advise. Thanks for your response in advance. E
 
Yes ! If your Visa stamp is refused you will be denied entry on an H1b status but since you are a korean national you *may* be able to enter as a 90 visitor if eligible

As such a visa stamp is only needed if and when you need to travel and re-enter.

So you really don't have to get a visa stamp just because you've changed status -- I think u are eligible to work etc since you have the H1 approval notice.

And yeah -- if you are rejected, then you can't enter the US - that is correct.
