Is it possible to visit Delhi Consulate instead of Mumbai

I want to invite my in-laws to US in the july end or early Aug. They live in Nagpur and got an 17th Aug's appointment for visa interview..
Due to summer vacation and student rush, mumbai consulate is unable to give them early interview dates.
Is it possible for them to visit some other consulte/embassy like one in Delhi.
I read on Mumbai consulate web that if people need urgent visa, they can visit Delhi or Calcutta consulate..
I am not sure what urgency we can show.
Has any one tried such thing..?
any help or advice is appriciated..

they can visit delhi provided this is the first time they are EVER applying for a visa. Delhi will not entertain, if the visa was rejected 1st time in Mumbai and not 2nd time you want to apply thru Delhi.

yes they are going for the first time. They never applied for US visa before.

But how do we convince Delhi embassy/consulte that we cant wait and it is
urgent case..?
Do we have to give any reasons.?
