Is it possible to Transfer H1 without Paystubs?

Hello,

I Joined with company A on H1, been with them for about 2 months. Company A is professional staffing company and they were not able to find a suitable assignment in the last 2 months, hence no revenues and no pay stub.

Now, I got other full time offer from company B, which said they will get my H1 Transferred. They want last 2 months pay stub for H1 transfer. Is the Pay stubs really mandatory for H1 transfer.
