Is it possible to stamp visa in another country?

Hi everyone,
I hope someone came across the situation I have and can share his/her experiance. Thanks in advance. Here is my situation.
My PR case is being processed in Moscow now and I just received medical papers. So theoretically after I take the medical they will issue the visa within a year or less (time is not that impotant). The problem is that
1. I'm in the US now on H1B
2. I cannot send my passport to Russia for stamping via mail because it is illegaly to send passports and I have either to pass it with my friends which is not fun or to fly myself .
3. My visa has expired so to return I will have to go to the US consulate in Moscow and my boss will not be happy if I get stuck there for a month or so.

Does anyone know if it is possible to stamp the visa here in US (Buffalo) w/o transfering the case here? I mean when they send the notification to sent the PP can I go to Canada Consulate in Buffalo in person instead of flying to Russia and put the visa stamp.

I am guessing here, but theoretically you should be able to (and need to) transfer your case to Buffalo that is if you H status (I-94) is good for a year or so. Practically, I have no idea how to do so. In similar situation I would talk to a lawyer.

Transfering the case to Buffalo could speed up the process compared to Moscow since it would take them just about a month to get the medical from US doctor vs I have no idea how slow things travel between CIS and Russia.
 
Just based on what I heard or read through this forum. Normally if you transfer your case to another place that means you just lost your priority date. Priority date means the date when you applied. Accordingly you are on their waiting list again. The only difference is that you don't have to redo the exams or the security clearance.

If I were in your shoes, I'd check if it is for sure to send passport via mail to a friend rather than personally going there to hand it in yourself.

Thanks, everyone. I managed to get through to the embassy yesterday and they told me that one can only get visa at the office he/she applyed. And that they do not transfer the cases. Anyway if you transfwer the case you will loose the priority date and the process will start from the beginning.
