Is it possible to receive FP w/o sending a fax?

Have anyone received 1st fingerprint notice for ND may 2002 or later w/o sending a fax or call to TSC??? :confused:

My friend whose ND is October 2002 got FP notice in Feb. 2004 with actually send the any requests. But he informed about his Change of address two weeks prior to that.
 
My RD is 01/31/03. I received my and spouse's FP notices in 05/03 - did not call of fax to TSC after initial application. My friend's RD is 1 week after mine, and he still did not get FP. He informed about address change in May - still no FP.
But in my case I think it might be the address change notice that triggered the adjudication - I mailed it to TSC about a month ago...

Congats on your freedom. And, I have two questions:

1. You mentioned one of your friend was still waiting for FP eventhough your I-485 NDs were one-week close. The question is, did you both fill out the form I-485 exactly the same? For example, for the item "under what base I-485 is filed?", the answer might include "approved I-140", "concurrent", "others". Will this affect the route a case goes through the internal procedure? My case was concurrent (11/2002). I filled in "others". I haven't got FP. I thought they might have saved my case somewhere high in the shelf.

2. You got FP so soon. I think there are two ways to pay for FP, either pay for it when filing I-485, or pay when taking FP on-site. I guess USCIS issues FP notice soon after receiving I-485 application if the FP payment is attached with the application. However, one has to wait for FP till something triggers it long after ND.

I would like to see more posts from you guys out there and see if my guess is correct. Thanks,

We both (me and my friend) filed I-485 a few months after getting I-140 approvals, so these are NOT concurrent cases. We both included FP payments with our I-485 applications. My friend submitted evrything to TSC one week after I did. Me, my wife and his wife received FP notices almost simultaneously - in May 2003, and he did not. I guess when dealing with USCIS you should not rely on some "rules of processing" - there are millions of triggers and random factors that could either trigger the processing, or do nothing...
