Is it possible to get H1 while on TN ?

Hi All,

I am posting this question for a friend.
He is a Canadian citizen. His US employer has asked him to get a TN visa so that he can join them immidiately.
Can they also applied for his H1B and switch his visa once the H1B arrives ?
