Is it possible to file I-130 for married siblings?

Yes it is possible. You can file for your siblings and their spouse and children under 21 years old will come under them. You will be filing under the 4th preference, its just that there is currently an 11 year wait for them to be able to immigrate, and even longer if you are from mexico or the philipines.
 
Hello. I just got my sibling I-797 approval notices (3 petitions) today. I expected it took over 10 years to get the approval notices. But it took only 2 years!!! (PD 07/02/2007)

Petition:
1 single adult sibling
2 married siblings with children
 
approval of I-130's does not mean visa is immediately available. It signifies clearing of step 1 towards family based immigration. Look at monthly visa bulletin for category and country of chargeability to get an idea how soon would they be called for consular processing or adjusting status (if in US)
