Is it Possible: Living in NY NIW filing in CSC

I was wondering if anyone has applied to CSC for NIW while they live on the east coast? I am planning to give the NY address as the current address. How good are the chances of them accepting and adjudicating the application? I see it as legally possible, since I-140 should be filed to a center where the applicant potentially would take a job in the future and for NIW no job offer is required.

If *you* file with a NY address, your case will be transfered to Vermont. If a company in California files on your behalf (for a position in California), then that's OK.

I thought that NIW is self sponsored and is NOT FILED by the employer. Please clarify.

NIW can be self-sponsored but it doesn't have to be. My statement should have included all I-140's.
