is it possible for a student to get F1 visa for std - 10th?

Hi all.. My nephew is an australian citizen and I would like to bring him to US for his 10th standard education and then furthere education here. Do I need F1 visa for this? does he need to write SAT exam? How can I bring him here now?

Any suggestion is greatly appreciated.
