Is it OK to send more than one AR-11 forms in one envelop?
This way, I can save postage (post stamnp, cerfification, return receipt fees) I have to be thrifty.

I guess so. I don't think there is any requirement for sending AR-11 of a familly seperately. However, I would not try to save a few bucks on something that I do only once/twice in two/five/ten years.

Yes, you are correct.

Moreover, you will have a proof for sending AR-11 for each person when you send them by certified post.

Its going to be just 2-4 bucks extra.
 
Thrifty with postage? and... I guess spending the money instead on the long weekend drive with high gas prices or the extra coffee latte or the indian movie or the six-pack beer is what then? :) Come on....get some perspective here!!
 
One is more likely to get killed in a fatal car accident on way to post
office to send AR-11 than to get prosecuted for not filing AR-11.
So far only one person has got trouble for not filing AR11 of tens
of millions of aliens. But a fatal car accident happen for every 100
million miles. If you can do simple math, you can draw your own conclusion

Not true. Did you follow that infamous special registration in 2002-2003? In that period, many people were spent nights and weeks in USCIS detention for not filing AR-11/AR-11SR. You still can find many stories of that period in various law firms websites.

Let's exclude special registration people for now. If you are required to do
SR, that is a different story. How NON-SR many people got into trouble
for not filing AR-11?

Before 9-11 there was no special registration. So before that period they were just like any other aliens. So I would not make distiction. In fact in 1997-2002, I did not file any AR-11. Only difference is that I was lucky that I did not fall into that category, but someone else did.

My point is those people in trouble with AR-11 clause are usually already those with other issues. Many of them are already out of status etc.

How many GC holders, without any other immigration issue, got into
trouble because and only because failure to send AR-11? I think
there is only one.

By the way, even before 9-11, nationals from soem countries like
Iran were required to be fingerprinted at entry.

Well, if you feel that way, don't send AR11 atall. You must pick a side. Either you send it, and send it the RIGHT way(supposedly), i.e. separatly for everyone and with proof of mailing; or do not send it at all.

Maybe all of the ppl advicing you about hazards of not sending AR11 are wrong, but what if they are right ? As always, err on the side of safety.... couple of bucks is nothing compared to the peace of knowing you did the safe thing.

Bottomline is there is doubt/risk in not sending or sending all in one envelope, however small or miniscule it may be. But there is NO DOUBT and NO RISK in sending separatly with proof of mailing. So make your choice

I already sent two AR-11 in one envelop by certified mail with return receipt
service. When the return card come, I can make a copy of it so that
there are proof for both persons.
