Is it normal? Actual Card received without stamping(TO ONE OF MY FRIENDS)

This not for me...to One of my friends....

140/485 applied in EB2 April 2003.

Case transfered to Norfolk, VA around June 2004(After approval of 140).

He is waiting desperately for the interview letter.

Surprisingly yesterday he received the Actual Green Card in the post. He was not standing on the earth.....He was very, very happy....

Just for the information to the fellow members especially whose cases were transfered to Local Centers...

AGAIN THIS IS NOT MY CASE.......
 
as per my knowledge that was not correct bu ti heard some cases in this forum got like that, but still you need your finger print on the actual card. So logically that was not correct.
