is it legal for a company to share expense with employee for h-1 process?

I did a h-1 premium processing thru my company which cost a total of $2140.
My share was $1070 which they deducted from my pay check! My question is....is this legal? After a month, they laid me off and I want to see if they must reimburse me for that!
