I work for a Consultant who places me to different Client locations. My question is: when someone gets an RFE for getting Employment Verification Letter, who issues the letter, Consultant or the Client or both?

You have not mentioned that if you have switched jobs using AC21.
It will be the people who are paying you money that is W-2.
So your consulting (contracting) company.
 
As I understand, the CONSULTANT is your employer who sponsored your H1 as well as your GC. If thats the case, the GC process has nothing to do with the END CLIENT. Typically most of the H1s work at the site of multiple END CLIENTS but the process only concerns with the EMPLOYER who sponsored your H1 as well as GC.
