I know that colorado and washington DC are the only two facilities which produce the new E-passport. However, what about those online services promising great Passport service. what if somebody applies through them, do you think one would have a choice or at least a shot at getting his passport through one of those two facilities? Is there a restriction as to where a citizen should file for his/her passport based on his permanent address?
