Is INS processing RD sepember or ND september cases

Hi
When every body says september cases are being processed is it RD sepetmber or ND september.When I called IIO couple of months back she had told me that they are proceesing the aug cases and mine is november.does it mean my nd is november.how to find out.

My understanding is that they are processing RD\'s on or before 9/15/99 or somewhere close to that.
