The background:
My mother filed I-130 for my sister on Dec 24, 2003.
I-797C notice received in May 2005.
My mother just became a citizen on April 15, 2009.
I'm sending a letter to NVC in Portsmouth to notify the office to upgrade the petition.
My sister was living in the U.S. when applying for I-130, but she moved back to Hong Kong in 2004.
The questions:
1) Does she need to file I-824? If so, shall her file now? or wait until she is eligible to file I-485?
2) Is there other way to notify NVC that she moved and without filing the I-824 or paying any additional INS filing fees?
3) How long does she need to wait for applying I-485?
