Is filing FOIPA necessary now?

To my observation, some people get N-400 done within 5 to 6 months nowadays at CSC (San Francisco DO). No name check problem, very smooth process. That makes me wonder if FOIPA is necessary now. Does FOIPA has any adverse impact?
