Is fiance visa faster than direct consular filing?

I will be US citizen shortly. I want my sweetheart to come here, from Belgium.I have the choice. Fiance visa or marry him in Belgium and do Direct consular filing over there. What is the fastest way? I hear fiance visa can be approved in 2-3 weeks. Is that real? What about DCF?thanks
