Is employment letter the mandatory document for NIW petition?

It's not easy to ask HR provide such a letter b/c they have no idea about immigration and do not want to take any responsibility (Actually, as far as I know, NIW petition won't hurt anything for the company. If I am wrong, pls correct me).
I got such a headache.
