I don\'t think any category would be faster than the other when both are current. That applies to different countries too. When it is current, every applicant regardless of the country they belong to, would be in the same boat as far as the time for processing is concerned.
But I believe, in the yearly visa quota, the split is equal between the various EB categories. In other words, if there are a total of 99,000 visas available, it would be split as 33,000 to EB1, 33,000 to EB2 and 33,000 to EB3. Since EB1s are less in number, they would not use up their visas and the un-used visas would drop down into the EB2 category. Any un-used visas in the EB2 category would drop down to the EB3 category. But since the number of applicants in the EB3 category are significantly larger than the other two, visas may not be available in a given year for the EB3 category, as opposed to the other EB categories. So the applicants belonging to the category where the yearly visas have been used up, will have to wait for the following year, before being given the GC, even though their PD may be current. In every other way, if the dates are current, it makes no difference whatsoever in being in any EB category.
