Is DV Application considered an Immigration Petition

I am a F-1 student and I applied to DV 2007. I need to renew my F-1 visa, how should I answer question about: Has anyone ever filed an Immigrant Petition on your behalf on DS-156 form.

Would I still be able to obtain my F-1 visa under this situation.

Dago Red is right. Applying for the DV lottery is not considered an immigrant petition. It used to be that way but they changed the form a few years ago, Only if somebody filed an I-130 or I-140 in your behalf you are considered to have applied for an immigrant petition(IV).
