Is cosmetology a "specialized" skill?

For those who are confused, I'm not talking about the study of the Big Bang. It's obvious that that is a "specialized" skill. I'm talking about hairdressing and make-up.

For H1B visa purposes, would that be a legitimate "specialized" line of work, considering that you need some kind of higher education to do that.
 
There is no BS by that name that I know of. I know of individuals for whom makup art is a component of their profession but not the only thing they do.
