Is BCIS unconsistent?

Does anyone know how the BCIS assigns LIN numbers? are they issued in order or randomly?
out of curiosity, I was checking online cases (taking someone's advice from this forum). I was disapointed to find unconsistency.
take for example this one
lin000xxxx515 is approved on 07/2002
lin000xxxx517 not approved shows received on dec6/99
the x in both cases are similar digits.
I appreciate any comments

Can anyone tell whats the best time to check online status during the day? I mean they update the site, Just for a guess!
 
I do not think any useful purpose is served by speculating on their way of running the asylee adjustment process. They obviously do not have the world’s best system, but by and large they are doing their job. They will get to your file when they are ready to do so.

People with 12/99 NDs have no grounds for concern at this time. Many applicants with much earlier filing dates have not completed their process. Just to assure you, many with 11/99 dates have not been fingerprinted yet. The process is moving along and your turn will come.

I understand that this has been a long journey and you cannot wait for its end. Just more patience—you are almost there.

As I said last week, if you absolutely want to do something to keep your mind from wandering off, perhaps you should gather the documents needed to submit a waiver just in case they ask for one when they get to your file. You will then have saved yourself much time.

In short, just be patient and you will get a decision soon.

Do not expect the system to run with matemathical exactitude. Remember each particular case is a completely different story.
Even for the same family members the principal and dependents are not necessarily approved on the same date.
Also, the online status sometimes is not updated on time. If you see approved so many applications that were filed in certain month, then it means they are working that month.
That doesnt mean that all the applications filed in that month should be already approved.
The system is not perfect, but bearing this in mind, I do not see unconsistency.
For me it was particularly helpful to track status of applications that were before and after mine. That way I knew if my turn had arrived or no.

Any time of the day. I have experienced changes even on the same day. Also, I found they were saying something late at night and another thing the following morning.
Also, I have experienced sometimes they do not keep some cases updated.
