Is Atlanta doing FIFO?

Does anybody have any clue to this as to if Atlanta is actually doing FIFO or not? If yes, is there a way to get in touch with them if you see someone else's case get approved who applied earlier than you?

I am afraid that I a starting to see a trend that leads me to believe that its more random than FIFO. If this is the case, if it consistent with their policies?

Any thoughts would be greatly appreciated.
