Is AOS + I-140 approved status= immigrant visa ?

I have been asked at the state university if I have an immigrant visa.
Is AOS + I-140 approved considered an 'immigrant visa' ? I am working on EAD+AP.

No. Your status is 'Stay authorized by Attorney General'

Darn. But isn't the I-140 approved on your behalf an immigrant visa, now APPROVED by your employer on your name already ?!

You should take clarifications from the university itself on how they interpret this. call them.

I am also I140 Approved and on AOS. I am also pursuing (or atleast trying to pursue) my MS at a local university here. You are eligible for instate tuition and not international tuition if that's what you are trying to decide.
 
AGC4ME, I understand we are eligible for Federal Aid scholarships. However the state university tells me that the only way for one to qualify for in-state tuition is if you have the greencard or US citizenship. They don't care the AOS is pending. In fact I asking about the 'immigrant' status merely to be able to apply by the deadline used for US citizens and permanent residency.

State university is incorrect

Residency determines in-state or out-of-state tuitions.
Just show them your tax filings as IN-STATE RESIDENT.

Another suggestion (you may have already done so) would be to call a bunch of other state universities (both in your state and outside). Tell them that you are looking at applying there and enquire about the residency fees. Don't be surprised if rules vary from State to State.
 
You can see other thread in which I posted more details. I sent letters to Senator and she contacted President of the university about this. They don't care. President of the university sent letter to me and senator saying that for the university only you are a citizen and US Greencard holder (or I-485 approved) you are considered for in-state tuition rates. No way out. At least that is the policy for UW. Then it was a long story:
I started the masters program. When I completed 50% of the program, some assholes came to the class saying they secured tons of scholarships for minority for year 2007 (provide you are US citizen or GC holder). Then I decided to put the program on hold until GC gets approved. Recently I also got few offers from employers that offered to pay 100% of masters degree, so I said heck, why should I pay everything from my pockets ? I could wait for less than year since my PD=2002 and get GC and get the scholarships or new employer to pay this for me.
Well, guess what, I decided not to wait for such GC anymore. Who knows if this insane GC takes 3 more years and I am still waiting ?
The bad news is that in the 6 months I put the program on hold, the assholes at the university has DISCONTINUED the program I was taking. Now I am struggling to have them accept some credits. I lost serious money on this. This is one more example of frustration caused by uncertainty. One simply cannot plan accordingly this way. My suggestion to people out there is that you carry on your life. Don't expect for GC because that has proven to be a moving target.

If by UW you mean Uni of Washing we had a similar experience.
here it is:
admitted, and case if 485 pending approval. checked if it we will be international or PR for application purpose( mind u we are out of state) they said international...
where as in FLorida( live here) with 485 pending approval we are in state!!! for tuition purpose.
everyone interpretes there own way!!!!
 
It is the one. Than I hear people talking about dignity to keep your legal status, etc. You see illegal aliens who showed up here from nowhere, cheating and using fake passports and you certain states giving them in-state tuition benefits. There is nothing noble on this. America is heading to sad path of disregard for the honest and that is a bad sign.
