Is a child born outside USA to newly naturalized US citizens a US citizen?

The rule is:

A person born on or after November 14, 1986, is a U.S. citizen if all of the following are true:

(1) One of the person's parents was a U.S. citizen when the person in question was born
(2) The citizen parent lived at least five years in the United States before the child's birth
(3) A minimum of two of these five years in the United States were after the citizen parent's 14th birthday.

But I am not sure if those fivee years must be after the citizen parent's naturalization
 
No, 5 years as a permanent resident is sufficient. The info is from the US consulate in Ukraine.

For that purpose, 5 years include or exclude trips made outside USA? Is the same rule for continuous residence or physical presence for N400 purpose?
 
If the qualification to be presiden clause of the Constitution dropped the "natural born citizen" part but still keep the
35 years old" and "14 years a resident within USA" part, most of us woul dbe rigth way be qualified to run for
presidency because the constituion does not say 14 years a resident has to be 14 years as a citizen.

(Natual born citizen implies that but if natural born citizen part is dropped, that implication is not there naymore)

It is not the same rule as for N-400.
In this case you need 5 years of physical presence in the U.S. (excluding trips abroad), in any status, prior to the child's birth.
