IR-1 Spouse of US citizen : eligibility document for consular processing

I'm the spouse of a US citizen. We live in Canada, and I am from India. We have applied for PR based on marriage and our application is currently being processed at the NVC.

We received a notice that we need to submit an eligibility document verifying that I have at least 6 months left on my visa here in Canada. In fact, my work visa is running out in less than 6 months, but I have applied for renewal (I have a job renewal offer here and expect no problems with the renewal for one more year).

1. Is it okay to submit the eligibility documents with my current status? Or should I wait until my work visa has been renewed?
2. If I send in the eligibility documents now, would my case automatically be transferred to India (my last country of residence)?
3. I have a valid B1/B2 visa which grants me 6 months when I visit the USA. Would this satisfy the eligibility requirements and my case thus be transferred to the USA?
