inviting brother can he bring his family

I am in the process of submitting i130 for my brother for green card. I am naturalized citizen for eight years in States. Now I did it successfully with my mom however for siblings I know the wait time is excessively long 15 years. Two question related to this.
- any way long waiting process can be shortened?
- he has a fiance which I don't know at this time whether they are officially married and also has two kids under age 5. If I successfully get a green card for him , can he bring his family? By that time he gets his green card his kids should still be under 21. Thanks.

Your mom could petition for him. Unmarried adult child of a permanent resident is category F2B, which has shorter wait than F4. Note though that permanent residents cannot petition for married children. So if your brother marries, then this petition dies. However, once your mom becomes a citizen, he will move to F1 category (unmarried adult child of a citizen), and then after that if he married he will move to F3 (married adult child of citizen).

Yes, they would be derivative beneficiaries of his, and they would apply at the same time.
 
thanks, since my mom acquired her green card through me (family based) I think hers is considered something like a "derivative" which I read long time ago prevents from applying for sons if I do remember correctly. Would not that be case? I mean I'd rather have her invite my brother if possible though.

Nope. As long as she is a permanent resident (has a green card), she can petition for your brother, as long as he's unmarried.
