We have just had our EB5 application approved pending medicals and interview. Once the conditional GC arrives we have 6 months to relocate to the States. After 21 months we apply to have the conditions lifted, which results in a full GC, so it is a genuine visa. Its becoming a popular visa now as its not goverened by quotas, as many other types are.
Having looked at other types of visa's it seems no more complicated than any others we looked at. They are called Fast Track visa's and can be obtained in 9-12 months.
