I just had my interview for Naturalization this morning in Chula Vista, CA (in San Diego County). The IO went through my N-400 and asked me the questions from the N-400 form. And he asked me how many times did I have my FP, I answered 2 times. Then he told me my fingerprint also failed on the 2nd time, and he was surprised that I didn't get noticed of the 2nd FP failure. The officer spent quite a while on the paperwork and went out the office twice before I had the civil test. The civil test was pretty easy and I passed. However, "A decision cannot yet be made about your application" was checked on the N-652 form, and I was given N-14 form and asked me to obtain a clearance letter from the San Diego Sheriff's Department. As I went to school in the Bay Area and have lived in San Francisco and Berkeley, I must also obtain clearance letter from the police departments in the two cities. And submit all the documents within 30 days from the above date (today 12/17) to the Chula Vista field office.
I want to know am I suppose to receive a notice of my 2nd FP failure BEFORE the interview, so that I would obtain the police clearance letters before the interview or have enough time to obtain the letters. Because I am not in the Bay Area now, I can only obtain the clearance letters from SFPD and BerkeleyPD via mail, and the SFPD told me it may take a few week to a month to obtain the clearance letter after they have received all the documents and personal information.
It is so frustrating now because I was preparing to become a citizen today, and now I have to spend $$$ to deal with the police clearance letters, and get a attorney sign and stamp in order to obtain the clearance letters. SDPD is charging $39 for a clearance letter, and additional $10 for attorney sign, Berkeley's is charging for $10, and SFPD's is free of charge, but I also need to pay for the express postage.
i.e. I have eczema occasionally, and my fingers were dried and scratchy at the time I had my FP.

On 10/16, I received another FP notice and said FBI was unable to process my fingerprint card, and I had my 2nd FP on 11/2.
On 11/20, I received the letter notice for the naturalization interview scheduled on 12/17 (today).
