Interview withought PF, possible?

hello every one!
My little sister sent her N400 application to NSC and a week later he received the NOA. But unlike the usual notice hers just said this : you'll be notified when you're scheduled for the interview. it didn't say anything about FP.
does this mean she won't have her fp taken?

will she have the FP notice or she just need to wait for Interview latter?

She has received a standard Notice of Action (NOA) letter from USCIS and will definitely get another letter with the FP request (soon). Every N-400 applicant has to go through the FP and Name Check process before being scheduled for an interview. Depending upon your District Office (DO), the "normal" process can take anywhere from 3 months - to - 9 months.
