Interview Visa Rejected, Documents Returned to USCIS - Humanitarian Reinstatement

Hello,
My friend's spousal visa interview at the Islamabad embassy was rejected under section 221(g) and returned to USCIS with a recommendation for revocation. Her petitioner (spouse GC holder) passed away before the interview, and while the death certificate was presented at the interview, it was not submitted earlier by the sponsor (different US citizen). Is there a way to request USCIS to reconsider her case?

If the petitioner dies and the beneficiary is living outside the US, the case falls away. You can try for something called humanitarian reinstatement but it’s pretty complex. Note that the substitute sponsor has to be one of a defined list of relatives.

If beneficiary is outside the US and Petitioner has died. Where does the beneficiary send the Humanitarian Reinstatement if they are living outside the US?

Can someone in the US send the letter to USCIS on benefeceries behalf?

The link above says
You need to make a written request with supporting evidence to the USCIS office that originally approved the petition.
