Interview Scheduled, No Police Report HELP

Guys,

My wife has been scheduled for an interview, for K3, at the embassy in Delhi, India in two weeks from now but her Russian police certificate has yet to arrive. She keeps calling the Russian embassy and they keep telling her to wait for another week or two. What will happen if she does not have the certificate at the date of the interview. She has all the other documents.

Any ideas? What do I do?
 
Not many choices:

1. Reschedule the interview at the Embassy(2-3 months).

2. Get a few Rubles to someone at the Police Department. The system
still operates better that way.
