Interview notice without FP appointment

My Dad who filed an N-400 in early September 2008 just received a notice that his citizenship interview has been scheduled for early Feb 2009. But he never received a fingerprint notice!!!!! Why is that? I called the INS and no answer was given.

My Mom filed her N-400 same day as Dad and received her FP notice promptly after that. Why the difference? I am sure that my parents have not been fingerprinted for several years, since they got their green cards.

Is there an age limit on background checks? Dad is 80.

I hope someone has an answer on that one or has gone through that experience. Sounds interesting.
I also mailed in my application in September and to this day no FP letter.
I'm really disappointed.:(
 
On page 35 of the M-476 Guide to Naturalization you can read the following: "If you are 75 years or older at the time you file your application, you do not have to be fingerprinted".

That's why your Dad never received a FP appointment.
 
Oh, yeah! that's right I remember that statement.
If I remember correctly, they don't even have to pay the biometrics fee.
right?

EDIT** That is right. Anyone 75 or older does NOT have to pay the biometrics fee.
