Interview for Employment based cases

Hello there guyz,
I just wanted to understand something how do they determine what type of case is subject to the interview .

I see tons of applications got approvals without interviews , now I see most of the employment base applications being interviewed.

Any thoughts ..
 
Substitute cases are also sometimes picked for a local interview (happened to a friend).
 
Sometimes they transfer Employment Based cases to local office for interview without any rhyme or reason! During my interview at Dallas local office in Sept 2005, I specifically asked the interviewing officer "What was the reason for my transfer and interview?". He went through the file and told me he could not find any reason why my case was transferred for interview.
 
AC21 - Interview

In case of AC21, USCIS may call for an interview.
I invoked AC21 and called for an interview August 13, 2007 at local office. While a IO at TSC, told me "it was not necessary to call me and my wife for interview". USCIS knows better.

If you know of any useful threads for this issue (interview for an employment based I 485) please provide thier links here. I will really appreciate it. I got an email today stating that my 485 case has been transferred to National Benefits Center from TSC for an interview. I am not sure why? Is it because of my job change and no AC 21 filing? I will appreciate your suggestions and replies.
