Possible...

For most consulates, the cut off is in the middle of a month- to get an interview in the +2 month. You will have good chance if your application REACHES Qatar by the 15th of October.;)

I concur with the above observation. While we are seeing
the following formula with high volume consulates like
Chennai, India , it may even be sooner if the case volume is
low with your particular consulate.

In most of consulates in India:

Interview month = the month when the case reached the
Consulate(cut off date being 15 to 26th) + 2.

In your case it would most probably be December 2003.

Dear raju ,
thanks for your answer ,yes this is the point in doha qatar all the immigrant was in 2002 about 108 in 2002 so it is one of the least consulate that has immigration cases processing, i want to ask suppose my case arrive to the embassy between 20-30/octobar should i have to have dec-2003 interview?
thanks again

The month of December is based on our experiences with Consulates in India. So it can not be applied strictly with the
US Consulate in Doha, Qatar.

Go to the web site of that particular US Consulate and look for
any Immigrant Visa specific information. One other way would
be to send them an email, after your P3 is sent , to find out
the probable month.

Yes it is kind of true with most consulates as Raju & Rajeev had mentioned.

But, you could request/schedule specific date of interview (browse the forum for specific persons who have done that -- I guess one had done like that in Australia) by talking/writing to the consulate once when the case reaches the consulate. This is specially true pertaining to consulates with low volume of cases.

Hope this helps.

Cheers,
Ganesh.
