I received green card interview letter for my mom. It says “If you do not speak English fluently, you should bring interpreter.” My mom doesn’t speak English. So, my questions are:

I am a sponsor for her, so I will be going with her anyway and I speak English fluently, Can I act as a Interpreter? Or do I have to hire professional one?

NO, NO, NO, TAKE REAL ONE WITH YOU!! I'm saying because I do remember several posts on this or other forum (same - sponsoring the parents) when they came without one, and IO RESCHEDULED the interview. And it makes sense, because you are the one interested in passing it. Lol!
 
I don't think there are any CIS ones. At least, I never heard about one. :) But there are certainly certified people. And I know local district courts invite certified translators too. You may check with them for the list. I know some lawyer assistants in my area, who also certified to be a translator for my language. If you have any your-language speaking lawyers in area I'd recommend to give them a call - they may refer you someone!

Still I didn’t get any response from the people, who has interviews for their parents, I would really appreciate if someone, who been with non –English speaking parents interview and can answer this:
